GPS question

A friend of mine is a soil scientist and
would like to "upgrade" his suunto and hip
chain to an inexpensive (hopefully)
sub-meter GPS for location of borings in
relation to boundaries. The law says that
the location must be within 15' of the
position shown on his soil map, although
he would prefer 2-5' accuracy (swears he
gets 5-10' with his suunto and string).
Anyone know a system that would fit his
needs?

I'm checking into this Ashtech ProMark2 survey system, advertised at $3,995. For what he needs there's got to be something out there for less.

I've got a $150 Garmin GPS12 that often gets me within 20' of the target so a few more bucks ought to buy what he needs, I don't have any specific recommendations though.
