GPS for sea, accuracy 2m, RTK

Hello dear Sirs,
What are you recommends?
Our client Estonian Sea Academy needs GPS for marine working. Their accuracy demand are 2meters in real time (RTK)
Should be we offer ProMark X or something other & economically ???
