When exporting in MSTAR to a GIS format (e.g. ArcView of ArcInfo) we get point coordinates in LATLON. The question is: is it possible to export directly to the national coordinates system. We get LatLon export file even when we assign the national system in the Session Options / IO Grid Datum.

You need to make sure you are setting the coordinate datum in TWO places: in the session options I/O Grid datum, and under the File menu, Defaults, I/O Grid Datum. We have found that these two I/O Grid datums need to be set exactly the same in order for the coordinates to be output correctly.
